I use EasyGPS on my garminV. As it says, its easy but best of all its free!

Its a basic but good program that allows you to upload and download all your waypoints and routes. It is nowhere near as complete with the likes of maps as say oziexplorer, but its very easy if all you want to do is load waypoints and routes.

I use it regularly to upload AND down load waypoints and routes. What it cannot do is upload saved tracks from the GPS to the PC. Waypoints and routes are fine to upload/download as required.
EasyGPS is a great basic product and its free!

I beleive the question is asking can the garmin legend have its base map replaced. I don't believe the poster is asking can waypoints etc be uploaded.
If my assumptions are correct then my original statements are true.
Perhaps the original poster should clarify exactly what is the question.

replied: My GPS (Garmin GPS76) is pretty basic but when coupled up with oziexplorer it is equal to anything on the market. I opted for this approach as the screens on most GPS are too small for my eyesight and the proprietry maps are generally crap. With oziexplorer use the 1:250000 series and find that meet my needs best. I post this comment with the caveat "different strokes for different folks".

replied: I recently upgraded to a megallen meridian gold from a garmin etrex lengend, the only software you can use to upload mapping is mapsource for the garmin, oziexplorer is great but you cant upload mapping , The etrex is a great little toy, but you will never get the detailed mapping as you would with a magellan meriadian.
I always used oziexplorer, laptop hooked up to gps, using moving maps, with my legend, I found that to be more detailed then gps on its own,

When you refer to "software", what do you realy mean? Are you talking about:
GPS firmware. ie. upgrades Only available from Garmin
digital maps. Only downloadable from MapSource.
GPS
navigation
data? ie. waypoints routes tracks etc. There are heaps of programs that can be used to manage and download this stuff. Your other replies have already detailed the common ones.

However, if you want to load maps to a Garmin GPS then Garmins Mapsource is recommended.
There is a third party utility that will let you create maps to be loaded to Garmin GPS receivers - 'GPSmapper'.
It comes with a load utility called 'Sendmap'.
Somebody else has written a graphical front end for it called 'Mapedit'.
Expect to spend hundreds of hours to create a usable map.
